The Secretary is charged with providing coordination, continuity, and support for all governance activities of the UW-Madison academic staff and helping to assure that shared governance on the Madison campus functions effectively. The Secretary has the overall duty of assisting the Assembly and ASEC in maintaining and enhancing the role of academic staff in shared governance. The Secretary holds a full-time position, with one part-time classified staff member assigned to provide administrative and secretarial help.


General Areas of Responsibility

  • Coordinate all shared governance activities with the Chancellor, Provost, Vice Chancellors, Associate and Assistant Vice Chancellors, Human Resources/Academic Personnel Offices, the Budget, Planning & Analysis Office, the Equity & Diversity Resource Center, the Secretary of the Faculty, the Faculty Senate, the University Committee and the Associated Students of Madison Council.

  • Provide support and information and serve as a consultant regarding university policies for Assembly standing committee chairs, other committees, academic staff, faculty, and administrators.

  • Serve as liaison between ASEC, the Assembly, ASPRO and Administration.

  • Attend and speak at meetings of the Board of Regents and state legislative hearings, participate in meetings with individual regents and legislators, prepare testimony, testify and/or assist ASEC/ASPRO members to speak at such functions.

  • Provide assistance with any other matters touching upon shared governance (including special projects assigned by the chancellor, provost, or ASEC).


Responsibility to the Assembly and ASEC

  • Provide staff support for the chair and vice chair of ASEC on such matters as consultation, correspondence, development of documentation on current issues, drafting of position papers and testimony before the regents and legislative committees, assessment of materials from other bodies such as UW-Madison Administration, UW System Administration, the University Committee, the Faculty Senate, the UW-Madison student governance body.

  • Identify and advise the Assembly and ASEC regarding events, statements or procedures, concerning precedents, continuity, etc.

  • Advise the Assembly and ASEC on applications, interpretations, and necessary revisions in their rules in Academic Staff Policies & Procedures (ASPP).

  • Serve as Secretary of the Assembly and ASEC: organize meetings, prepare agendas, record minutes, distribute documents, and maintain records for meetings of the Assembly, ASEC, and the standing and other committees.

  • Maintain legislative history and file of documents of the UW-Madison academic staff, Assembly, and ASEC. This includes keeping archives of meeting agendas, minutes, position papers, etc.

  • Work with the Districting and Representation Committee in the assignment of academic staff to appropriate districts, handle individual requests for district changes and monitor and advise ASEC accordingly.

  • Maintain current membership rosters of the Assembly representatives, alternates, and their districts. (Representatives should therefore keep in touch with the Secretary about changes in your district.)

  • Conduct and monitor elections for the Assembly, its standing committees and ASEC.

  • Coordinate with the Nominating Committee the appointments of academic staff to appropriate university joint governance (faculty/academic staff/student) committees and ASEC.

  • Other duties as needed (e.g., assist in coordinating the Academic Staff Excellence Awards, the UW System Academic Staff Summer Leadership Conference, and the UW-Madison Leadership Institute.



The Secretary's office is an excellent resource for information on finding a meeting room, referring you to the appropriate office on campus responsible for something you are investigating, and providing background information on a particular issue. The Secretary's office views all academic staff and Assembly representatives and alternates, in particular, as customers.
