2002-2003 Annual Report

Major projects during the year

Drafted various revisions in Academic Staff Policies and Procedures for consideration by the Assembly; all of the following received Assembly approval

| Approved by the Board of Regents and now in effect:

  • Mandatory review of academic staff for increased job security after five years of employment rather than seven
  • Mandatory evaluation of academic staff on terminal appointments
  • Consistent deadlines at various stages of an appeal
  • Consistent language governing the burden of proof in grievances
  • Rewritten Chapter 12, AOutside Activities and Conflicts of Interest

| Awaiting approval by the Provost and then transmission to the Board of Regents:

  • Confirmation that indefinite appointments confer the greatest job security
  • Equal or longer notice periods for holders of longer rolling-horizon appointments
  • Reduction in notice period for rolling-horizon appointees in a financial emergency
  • Clarification that one or both semesters of an academic year count as one year when calculating minimum notice periods for nonrenewals and layoffs

Continued to monitor job security at the UW-Madison

Sent to all academic staff a flyer describing the ASPP-mandated review of employees with five or more years of service for a rolling-horizon, indefinite, or multiple-year appointment

Reviewed questionable reasons for denying job security to long-term employees, as reported by schools and colleges during 2001-2002

Reviewed the school and college reports on job security offered or modified during 2001-02; prepared a summary report and sent copies to the Assembly and school and college Committees on Academic Staff Issues


Other topics addressed

Continued to improve Committee web site by adding an HTML version of Academic Staff Policies and Procedures as well as a pdf version

Met with the new chair of the Academic Staff Appeals Committee and made recommendations on the ASAC draft document "What to Expect When You Appeal to the ASAC" (final version pending)

Responded to inquiries from the Academic Personnel Office regarding interpretations of ASPP

Reviewed periodic reports on numbers and outcomes of grievances and appeals

Reviewed the annual reports of the Distinguished Prefix Review Committee and three Area Review Committees (Administrative/Student Services/Library, Humanities/Social Science, and Physical Sciences and Engineering)

In addition to the above committee activities, individual members provided consultation to and/or presented continuing education sessions to academic staff on various issues of interest such as promotions and job security
