CEBC Agenda

I. Approval of the Agenda
Approved

II. Approval of the Minutes for February 4, 2004 Meeting
Approved with the addition of adding the names of all guests to the
minutes.

III. Announcements
Dental plan is now available for enrollment, Adam will send the email
message to all committee members.
The brown bag we co-sponsored with Employee Compensation & Benefits
Services "What You Don't Know About Your Benefits Can Hurt You" went
well and was well attended.

IV. Discussion with Steve Lund - disparity of classified/unclassified
benefits
Sick Leave: 9 month appointments and 12 month appointments are treated
the same by the University. Each get 12 days/year.
How it is earned and used is controlled by the Board of Regents and
collective bargaining.
System wants the two to be the same.
May be more to loose then gain if we ask to change.
Was last changed in the early 90s.

Income continuation insurance (ICI): Differences between classified and
unclassified. Tried to change the two plans to one in the early 90s.
Virtually impossible to change, the best CEBC can do is offer
education, promote, the current plan to new employees.

Vacation time: Different between classified and unclassified.
Annual Leave Accounts (ALA) are large and looming, they are in the way
of changing or adding more vacation time. Perhaps it could be done as a
personal holiday so one would have to use it or loose it.

Raise in pay: 25 cents per hour and $250 lump sum payout. Others are
looking into this for parity reasons, CEBC should leave it alone.

Domestic partners benefits: Discuss the changes from the chart that is
available on the web

uw1107.pdf>, how to change the presentation and look of the form.

Review progress on Category A salary caps next month.

VI. Reports from Bill Cox meeting & ECBS benefits seminar
Domestic partner benefits
3 tier pharmacy benefits:
HMO doctors seem to be reluctant to move tier 2 drugs to tier 3 because
the time to make those changes is not directly billable.
Wording change of 5 yrs to 3 yrs for reinstatement of benefits is on
adgenda and it looks like it may be a battle.

A. Category A Salary Cap Status - update or revisit
Next month

IX. New Business
A. Recommendations for compensation and benefits for 05 - 07
Parity for health insurance premiums for unclassified and classified
staff.
Any unclassified staff back premiums should be used to pay for future
out-of-pocket health care costs.
Seek an additional paid personal holiday in lieu of Veterans Day.
Forego portion of 1% salary increase to fund domestic partner benefits,
money should come from the state. Having unclassified pay would set a
bad precedence.
