CEBC 2004 December Meeting Minutes
Meeting Location - Union South
Next Meeting Time - January 24, 2005 at 12:00 pm
0. Minutes
Approval of the minutes for October 2004 Meeting, approved
1. Announcements
Motion will be made at the February 2005 ASA meeting to initiate review
for promotion.
2. UW System proposed 10% "administrative cut exercise" - Bill
Steffenhagen
Governor Doyle asked the UW to preform an administrative cut exercise
and the UW System instead proposed cutting instructional staff, Student
Services staff, Academic Support staff, Physical Plant staff and
reducing the freshman enrollment by 1650 students. Doyle rejected the
System's response and UW System is reworking the proposal.
3. Update - mandatory promotion review pilot - Bill Steffenhagen
Committee discussed pilot paperwork, offered clarification "allow
proactive promotion" and 3 + 5 = 8 yrs. not 3 + 8 = 11 yrs.
New paperwork will be discussed at next meeting, before the February
ASA motion is made.
4. Faculty and Academic staff pay plan update - Bill Steffenhagen
Board of Regents - 2005-07, 3% catchup for both years.
OSER - 2005-07, 2% for both years, which would mean 5% total for both
years.
Proposed that the 3% only be applied to Faculty and Instructional
Academic Staff.
ASPRO met with the Department of Administration budget director, David
Schmiedicke, and filled him in on why Academic staff and Faculty need
to remain coupled.
5. UPG language change - ALRA payment at termination - draft - Bill
Steffenhagen
Committee discussed the proposal one more time and made more minor
changes. Proposal approved.
6. Council for Non-Represented Classified Staff (CNCS) & UW-MSN OHR
memo discussion - Marcia Jezwinski
Compare what we are asking for Academic staff to what CNCS is asking
Classified staff.
Support Classified staff on eliminating the six month waiting period
for health care and allowing them to use vacation time during their
first six months of employment.
We should all ask for the same thing, and use these memos for future
discussion.
7. Academic staff pay range review update - Greg Iaccarino, Thomas
Achtor and Marcia Jezwinski
Total of 3069 "category A" Academic staff (less special titles
series).
1957 (or 2/3) can move because they are either non prefix or Associate
prefix.
1000 are close to maximum in their salary range.
Now is the time to go to UW System to get the pay ranges changed.
