Approved.
III. Announcements
Dick Laufenberg's meeting with CEBC about changes and/or differences
between classified and unclassified benefits will be deferred to a
later date.
IV. ASEC & ASA Reports - November
Suggestions for CEBC:
Create an FAQ on soft money and job security.
Marcia Jezwinski will email Karen Schwarz for more information.
Send out rate & title change brochure every other year.
A CEBC sub committee is currently revising the brochure.
V. UW System Fringe Benefit Advisory Committee Update - Steffenhagen
Health insurance premium deduction to show up on November 2003 pay
stubs.
Added a "me to" clause to health insurance premium deduction,
if anyone
negotiates a lower premium in the future it would be applied to all.
Unclassified employees 40 hr cash payout for vacation time will be
ended and 80 hr ALA banking after 25 years of service will go into
effect.
2004, 3 tier drug coverage will be in effect

12/12/03 New prescription drug cards will be mailed out.

VI. Old Business
A. Update on Equity Study - Pavelko
Modify old promotion brochure to emphasis title change at 3 yrs and 7
yrs.
Pilot the new program 02/2004 and ask for comments, implement program
in 2005.
Following subcommittee recommendations were approved.

CEBC Subcommittee - Academic Staff Equity Recommendations
Background: In spring 2003, the Academic Staff Executive Committee
(ASEC) requested the Compensation and Economic Benefits Committee
(CEBC) develop recommendations for ASEC to address Academic Staff pay
equity.
CEBC formed a subcommittee to study the issue and draft recommendations
for consideration by ASEC. The subcommittee members are:

Ann Lamboley, Academic Personnel
Margaret Harrigan, Office of Budget, Policy and Planning, Provost Office
Subcommittee Recommendations:
Recommendation #1: CEBC, in consultation with ASEC, distribute a
Promotion Process memo to all academic staff describing the process and
normal progression timeframes in which promotions are processed.
Generally, for many category A staff normal progression is three years
for Associate to NoPrefix promotions and eight years for NoPrefix to
Senior.
Recommendation #2: For Category A and B titles, Academic Personnel
will distribute, on an annual basis in the month of February (before
the campus annual budget exercise), a "Promotion Report" listing
employees eligible for promotion based on years of service in their
current appointment. Divisions will be required to report back to
Academic Personnel the date the promotion was processed or an
explanation why a promotion was not processed for all employees who
meet the timeframe criteria for a promotional increase. Academic
Personnel will report findings to CEBC annually and CEBC will
distribute results to Assembly and CASI Representatives. CASIs
should review the reports and make recommendations to the Dean when
appropriate.

VII. New Business
A. Contract Provisions for WPEC - Jezwinski
Discussion of the WPEC Contract Provisions:

General Wage Adjustment (GWA)
0% first year (04)
1% second year effective 6/27/04 and a $0.10 gwa
$250 lump sum payment on 6/27/04
One additional personal holiday (increase to 4.5 days) effective 1/1/04
(remember that exempt professional staff got a week for new hires in
the last contract)
Health insurance premium (going along with the "me to" agreement
which
says that if other bargaining units get a lower cost premium, then they
will get the same)
$18 single for Tier 1
$40 family for Tier 2
In 05, it will increase
B. Two person vs. family coverage insurance rate - Pavelko
Why doesn't the state health plan have (two person) employee plus one
in addition to family coverage? Because most of the retirees would be
employee plus one. And their health care costs are usually the largest,
therefore they would drive up the cost of that tier of the premium
structure.
C. January and spring semester meeting dates (and times)
01/07/04 Meeting 12:00 pm. at Union South
02/04/04 Meeting 12:30 pm. at Union South.
Except for January, all 2004 meetings will be at 12:30 pm. in Union
South.
D. Sponsorship or co-sponsorship of programs
Greg Iaccarino will contact Kathleen O'Rourke-Benjamin and Susan Adams
and coordinate a meeting.
E. Reinstatement of sick leave policy
Motion was made by the committee to change, the reinstatement of unused
sick leave to academic staff and faculty who have a break in employment
service from "3 years" to "< 5 years". Motion was
approved.
