CEBC 2003 Minutes

Present: Ron Carda, Bill Steffenhagen, Jim Pavelko, Marcia Jezwinski,
Greg Iaccarino, Elizabeth Gall, Tom Achtor, and Karen Tusack

Agenda approved

Minutes from the July 2003 meeting were approved as distributed.

ASEC Coverage for September deferred until meeting times become
available.

ASA Coverage – ASA begins in September – Bill Steffenhagen agreed to
represent CEBC at ASA in 2003-04.

ASEC reports from July, 03:
The three-tier health insurance format is scheduled for implementation
in January, 04. Academic Staff rates will be determined as part of the
Compensation Plan.

Health insurance for part-time employees working 50-75% is still
unclear given the governor’s veto of proposed legislation requiring
payment of the full cost for health insurance. The veto requires state
agencies to determine how to pay the health insurance for these
individuals and it is not clear how the university will pay this cost.

The Land Tenure Center laid off 8 academic staff due to the budget and
the Chancellor extended their appointments an additional 120 days even
though proper procedures were followed.

Frequently asked questions were added to the Academic Staff website.

Old Business:
The CEBC annual report for 2002-03 was approved for distribution to
ASEC and Colleen McCabe.

The Summer Leadership Conference was held in Oshkosh on 7/17 and
7/18/03. Jim Pavelko, Greg Iaccarino and Marcia Jezwinski attended.

New Business:
Benefits Fair is scheduled for 10/8/03 from 10-3:30. CEBC will have a
table at the fair with handouts on academic staff benefits. Marcia
Jezwinski will send sample handouts to CEBC members for review.

Discussion on Layoff vs. Non-Renewal: CEBC discussed differences and
how it is often to the employee’s advantage to be laid off vs
non-renewed. Generally the employee receives better benefits if laid
off. Maybe CEBC can provide information on this in the future.

Brown Bags – Bill will bring information on scheduled campus brown bags
for 04 to ensure CEBC does not overlap an already scheduled program.

Reminder academic staff should sign up for Income Continuation at time
of hire. It is very difficult to get after employee is hired.
Elizabeth Gall noted 25% of academic staff do not have ICI because they
missed the 30 day enrollment window. It appears there is little
recourse at some departments for administrative error.

Classified staff receive 130 hours of sick leave per year vs. 96 hours
for academic staff. Bill will discuss this with ASPRO. C-basis
academic staff appointments earn 48 hours per semester or 96 per
academic year. A-basis appointments earn 96 per calendar year.
C-basis working during the summer do not earn additional sick leave.

Reinstatement benefits was also discussed. Some appointments have 3
year reinstatement rights while others have 5 years. Why the
difference?

CEBC meetings for 2003-04 will be on the first Wednesday of the month
at noon-1:30. Locations will be decided in the future.
