CEBC Meeting Minutes
April 3, 2002

Minutes from the March 2002 meeting were approved as distributed.
Ronnie Carda welcomed CEBC's guests.
Bill Steffenhagen followed up with Steve Lund who said that no follow-up meeting is scheduled yet with Chuck McConnell regarding Category A maximums.
ASEC Reports
3/28/02 Thomas Achton--there is organized movement in campus units against parking space changes. Bill Steffenhagen said Chancellor Wiley received more than 400 e-mails on the subject.

Those in attendance met as a Committee of the Whole to discuss the Contingency Fund Proposal.
Becky Kirkland said that the intent of the proposal is to establish a contingency fund to let people continue to work through their appropriate full notice periods. She said that during 2000-2001 there were 28 layoffs and 73 non-renewals. She added that the cost to to implement the proposal for the 2000-2001 layoffs would be about $336, 015 (including fringe benefits).
Ann Lamboley reported that in 1994-95 there were 54 layoffs; in 1995-96 there were 73 layoffs. The vast majority of people who are laid off are research specialists. This year to date there have been 26 layoffs and 23 non-renewals.

Rolling Horizon Appointments
If a unit can't give a 12-, 24- or 36-month notice they would lay off the staff person. Non-renewal and layoffs both have the same unemployment benefits.
CEBC formed a subcommittee of Adam Steinberg, Bill Steffenhagen, Steve Burns, Becky Kirkland, Donna Cole, and Ann Lamboley to further discuss the proposal. Bill Steffenhagen will call a meeting of the subcommittee.
Ronnie will ask Colleen if part of the CEBC charge is to look at the Bridge Funding Program.
Jim Pavelko will report at 4/8/02 ASA meeting that the CEBC and proposal advocates met and discussed the issue, and a subcommittee will explore this complicated issue further.
