VI. Old Business
A. Revision of CEBC Layoff proposal - Steffenhagen
Discussion: Some units are not giving layoff notices at 3 months because they
are quite certain of getting "just in time" funding and do not want
to bother are raise fear with current employees. Need to re-examine the proposal
again to provide security without making more trouble, more letters, more rules
and a loss of benefits.
Change the minimum layoff notice table:
Years of service current 1st proposal revised
Fewer than 2 yrs 0.5 2 1 months
2 - 6 1 3 2
6 - 10 2 5 3
10 + 3 6 4
Committee approved above compromise. Proposal will be submitted at the December
ASA meeting.
B. UW System Fringe Benefits Advisory Committee Report - Steffenhagen
Bill informed the committee of the changes to the State of WI Health Insurance
Program for the year 2003. He also included what sort of changes/ideas the state
would be looking into for 2004 and the future. Such as converting SPII to a
PPO, creating a statewide prescription drug formulary or a three tier copay,
add an office copay, change premium structure from family/single to family/employee
plus 1/single.
C. Update on discussions with UW System on Category A Maximums - Steffenhagen
After talking with Chuck McConnell, now (huge budget deficit) may not be the
best time to move this proposal forward.
D. Promotional opportunities for the program manager titles - Steffenhagen
1, 2, and 3 have no room for advancement. Change from a non prefixed title to
a prefixed title range: Associate - no prefix - Senior so they can advance.
System-wide personnel didn't want to change to this proposal. Suggested a point
system instead of a prefixed title range.
VII. New Business
A. Academic Staff Equity Exercise - Pavelko
Since faculty are currently doing this, Belinda Velazquez from the ASEC committee,
asked if Academic Staff should be doing this too? And shouldn't CEBC head this
up? If CEBC did this and made recommendations then upper levels (Chancellor's
office) would more likely support the conclusions. More information will be
collected and this issue will be revisited.
