CEBC Meeting Minutes
May 2, 2001

The meeting agenda was approved.
The minutes of the April meeting were approved as corrected.
Announcements
Reggie Gauger spoke to Kathleen O'Rourke Benjamin. She is thinking of putting together a panel of people who are preparing for near-term retirement for the October fringe benefits fair. This is organized by the Fringe Benefits Office and the UW-Madison Commission on Financial Matters and Retirement.
Reggie noted that if the panel focus goes this way maybe CEBC wants to think about sponsoring the traditional panel, "If I knew then what I know now," which features people who have been retired for a year or so.
Ronnie Carda said that by June we should have Category A cap data.
At our June meeting we will elect new CEBC officers.
In the past 2 years we had elections in June. New officers and members start in July. Ronnie will invite new CEBC members to the June meeting.
Agenda for June meeting:
Janice Czyscon distributed copies of the letter signed by CEBC members that was sent to Chancellor Wiley and copied to Interim Provost Sandefur and Vice Chancellor Torphy. The letter asked the chancellor to support a health insurance reimbursement plan for domestic partners.
ASEC Reports
Ronnie Carda attended the April 12 meeting. He said the major issue discussed was the academic staff professorial title. Chancellor Wiley said that if he must make the decision (i.e. faculty and academic staff can't come to common ground), he'd lean toward the faculty position (only for research staff) and at most the title would be honorific.
There is a system committee report supporting the professorial title for research and instructional academic staff at the IAS Web site.

Janice distributed the Annual Report of the Commission on Faculty Compensation and Economic Benefits for CEBC review and comment in the future.
CEBC will consider ways to strengthen the CEBC connection with the Commission on Faculty Compensation and Economic Benefits. Suggestions included to have a CEBC member attend Commission meetings and vice versa, to share minutes, to ask the chairperson of both committees to meet.
Larry Davis will try to find out who the new Chair of the Commission is. The commission won't meet until August or September, but Larry will try to connect with them.
Ronnie Carda, reporting on graduate course reimbursement issues, said that due to federal regulations, an employee who is reimbursed for taking a graduate-level course must claim the reimbursement as taxable income.
Ronnie said that he asked Kathleen O'Rourke Benjamin to put a notice about this in the employee handbook. CEBC can also communicate this to the CASIs who can encourage units to pay the fee rather than the staff person. Ronnie will ask Colleen McCabe to communicate this to the CASIs.
Ronnie will also ask O'Rourke-Benjamin if an employee can itemize the reimbursement as a deduction. If this is possible, this information should be be added to the notice in the handbook.
Banking Annual Leave-ALRA: Annual Leave Reserve Account
Ronnie reported that an academic staff member asked if one must have 10 years of continuous UW System service to participate in ALRA. We agreed that such questions should be directed to the Academic Personnel Office. Larry Davis said he would ask Steve Lund at the May 3 ASEC meeting. Walt Hopkins said he would look for an old e-mail explaining the ALRA.
Janice Czyscon will follow up with Marcia Jezwinski from the PPPC on issues the CEBC may want to explore. She will also ask Bill Steffenhagen about the health insurance issues the UW System Advisory Committee on Fringe Benefits is discussing.
