CEBC Meeting Minutes

June 6, 2001


Members present: Ronnie Carda, Joann Carr, Janice Czyscon, Larry Davis, Walt Hopkins, Jim Pavelko, Bill Steffenhagen, Adam Steinberg

The first part of the meeting was a joint meeting of CEBC, PPPC, and staff from the APO to continue the discussion of Category A salary caps begun at the April CEBC meeting. Steve Lund (APO) provided a list of the various Category A titles used. He also provided the number of UW-Madison academic staff who have reached the maximum of their salary ranges to see how many are affected by the cap. Other campuses do not seem to have the problem of Category A Academic Staff hitting the maximum. Milwaukee has 9 people, Madison has 104. It would be a good idea for CEBC/PPPC to bring this issue to System's attention. Two solutions discussed were to:

  1. Increase the width of raises
  2. Add a prefix.

A subcommittee was formed to draft a proposal. The members are Bill Steffenhagen, Marcia Jezwinski and Larry Davis. Upon completion of the proposal, the subcommittee will report to CEBC/PPPC.

Next Steps

  1. Gather data to support our proposal
  2. Prepare proposal and take to ASEC
  3. Take proposal to the Academic Staff Reps meeting to get other campuses to endorse the proposal
  4. Discuss ranges at a System Compensation Committee Meeting
  5. ASEC could write a letter to System President Lyall and System VPs.

We will aim to address this issue in in next pay plan.

The CEBC returned to its remaining agenda items.

Ronnie Carda announced that Jim Pavelko, Thomas Achtor, and Ronnie Carda were elected to the CEBC.

Ronnie shared the letter he received from John Torphy, which states the administration's support for health insurance benefits for domestic partners. The letter also noted that the administration believes a reimbursement plan is not in the best interest of UW-Madison staff.

Ronnie called IRS and learned that an employee can claim graduate course reimbursement on line 20 of schedule A.

Joann Carr suggested CEBC work with Kathleen O'Rourke-Benjamin to make staff aware of this benefit and to survey our peer institutions regarding tuition reimbursement benefits they provide.

A topic for a brown bag sponsored by CEBC next fall could be disability insurance benefits. We should also make sure that the fall benefits fair addresses tuition reimbursement and disability insurance issues.

Joann Car reported that the CASI of CALS conducted a climate survey and that the School of Education CASI is preparing to do one. Joann suggested that CEBC look at the survey results to see if there are issues CEBC should address. We will discuss whether CEBC should ask ASEC to ask all the other CASIs to do climate surveys.
