Agenda:
1) Develop a one-page summary of communication process between
Assembly Standing Committees and ASPRO, for discussion at the
May Assembly meeting.
2) Discuss Senate Bill #269.
ACTIONS
It was agreed that, at this time, CEBC does not want to attempt
to change the by-laws which state the function of ASPRO. It is
not necessary as the by-laws do not preclude ASA standing committees
from talking to persons/groups outside the Assembly.
After much discussion, CEBC developed a flowchart of the procedure
for developing an ASPRO lobbying position. CEBC will ask the ASA
for discussion and agreement that, with ASA concurrence, a standing
committee could carry a message to outside interests (which has
been done in the past, e.g. TIAA-CREF).
Also at the May Assembly meeting, a short summary of CEBC's position
regarding the 1997-99 Pay Plan (specifically where CEBC's position
differed with ASPRO) will be presented.
R Paulos noted that the "Optional Retirement System"
Bill #231 (whereby a vendor such as TIAA-CREF could be used by
an employe instead of the Wisconsin Retirement System) is still
being discussed. CEBC has not yet seen final language of this
Bill.
CEBC discussed a new Senate Bill, #269, which proposes that retired
annuitants wait 120 days before becoming re-hired annuitants (as
opposed to the current 30 day wait period). At this time, CEBC
sees no reason to oppose this bill. It was noted that, if this
bill looks like it may be passed, information should be distributed
to retiring academic staff (or persons close to retirement age).
ASSIGNMENTS
R Paulos will finalize the flowchart developed at the meeting
and distribute copies to CEBC members. It will also be presented
to ASEC for inclusion in the May Assembly materials.
R Paulos will draft a short summary of CEBC's position regarding
the 1997-99 Pay Plan for distribution at the May Assembly meeting.
R Paulos will inform the ASPRO Legislative Subcommittee of our
decision to not oppose Senate bill #269.
