MINUTES

ACADEMIC STAFF ASSEMBLY
Monday, 10 April 2006
272 Bascom Hall (3:30-4:20 pm)

Provost Patrick Farrell called the meeting to order at 3:45 pm.

AUTOMATIC CONSENT BUSINESS
The minutes of the 3/20/2006 Academic Staff Assembly meeting were approved.

Standing Committee Reports

Academic Staff Executive Committee (ASEC) - Frank Kooistra, chair

ASEC sent a letter to System President Reilly in response to the ASPRO Board's opinions related to chancellor salary increases and tuition decreases. ASEC members wanted to make it clear that they had not been consulted nor did they necessarily agree with the ASPRO positions.

The Academic Staff Institute was held on April 5. Many of the 120 registrants were first-time attendees. Any Assembly reps who attended should be sure to complete the evaluation form.

The subcommittee on criteria for acceptable collective bargaining enabling legislation will be Frank Kooistra, Janice Czyscon, Mark Zehner, Michael Jacob, and Kim Manner.

The ASEC/CASI brown bag lunch will be held at Union South on April 28.

About 375 academic will be reviewed for possible promotion. A report on the outcomes will be provided at the May Assembly.

There will be a brown bag jointly sponsored by MASA on the "Real Costs of Caregiving" presented by Barbara Quirk, R.N., GNP. It will be held on Tuesday, April 25, 2006, 11:45 to 1:00 p.m. at Memorial Union (TITU).

BUSINESS

1. Results of the standing committee elections. Congratulations to the winners:

2. Report on UWS Chapter 7 - disciplinary action for felons

Bruce Beck led the discussion of a draft memo from ASEC to System's Cora Marrett. Academic staff dismissal policies were not mentioned as part of UWS 7, but could be applied to those academic staff with indefinite appointments. ASEC is suggesting instead some relatively simple wording changes to UWS Ch. 11.08 relating to the chancellor's ability to suspend duties when an academic staff member with an indefinite appointment is under review for dismissal. In the new language, the chancellor would also suspend salary during a review for dismissal if the staff member has been charged with a felony substantially related to the particular position. Back pay would be awarded if it is later determined the staff member will not be dismissed.

Assembly representatives asked about possible protection for those falsely accused and for those who had rolling horizon appointments.

3. Reaction to the Information Technology Report - Read Gilgen
Read shared the specifics of ASEC's response to the external and internal IT reviews. ASEC was mostly in agreement with reviewers' findings and recommendations.

(ASEC also sent a letter to UFAS to set the record straight on the discussion of the collective bargaining enabling legislation at the March Assembly.)

4. System Academic Staff Representatives meeting - Frank Kooistra
System President Reilly will meet with the group in May. He has invited governance units to bring their comments and questions. Some concerns have already been voiced from System campuses about UWS 7, instructions staff workload, job security.

Provost Report - Pat Farrell
The provost reported that the search for a new dean of students will "pause" over the summer and resume in early fall when students return. The search committee would not have had a chance to interview candidates before the end of the semester, and chancellor Wiley will also be out of town for much of May. This is in no way a reflection of the candidate pool, which has a number of qualified applicants.

The campus' three faculty felons of late are now off the payroll by action of the Regents.

ASM online elections have had problems after two starts. They will now elect representatives by paper ballot next week. The two referenda will be voted on again in the fall.

UWS 7 is still being hotly debated in the Faculty Senate. The Regents have extended the deadline for reactions into May.

System is submitting a "me-too" proposal to JCOER to bring the unclassified pay plan in line with what the classified unions have negotiated. Classified staff are due to receive an additional 1.25% raise effective in April 2007.
