Academic Staff Assembly (ASA)

All Assembly meetings are open to the public. All academic staff members are specifically encouraged to attend. Guests are welcome to sit behind the taped area.

The Academic Staff Assembly is an elected body, currently 98 districts that represent the interests of academic staff in governance and policy development at the UW-Madison. The Assembly debates and votes on policy issues affecting academic staff presented by ASEC, members of Assembly standing committees, or the Assembly. Along with the other governance bodies mentioned above, the Assembly advises the chancellor.

Each academic staff member is assigned to a district that is represented in the Assembly by an elected representative. Each district has 35 to 75 members, generally grouped by similar position titles and, where possible, geographic proximity. Representatives are elected for two-year terms; there is no limit on the number of terms they can serve.

Meetings

Assembly meetings are conducted according to Robert's Rules of Order Revised and the Assembly rules as set forth in Chapter 13 of the Academic Staff Policies and Procedures (ASPP). The meetings are chaired by the Provost. Any member of the academic staff may introduce items onto the agenda (with a petition by 15 academic staff members) and speak or ask questions. Only elected representatives or their alternates and ASEC members may offer motions and vote.

A typical agenda consists of the following:

  • Report from the Provost and question period
  • ASEC activities report and questions for the ASEC chair
  • Announcements
  • Approval of previous meeting minutes
  • Committee reports
  • Old and new business (here important issues are debated and voted upon)

It implements policies passed by the Assembly and deals with day-to-day governance activities. ASEC reports its activities to the Assembly, which retains the authority to review, modify or rescind any action taken by ASEC. Not more than two ASEC members may be from the same Assembly district and no more than three can be from the same college, school or
